This is going to involve people throwing ideas at you, test em and let us know if they work...

Here is my fist one, get steam to check the game. Two things to do here, In Steam right click Homefront and choose Property's, then choose the "Local Files" tab. Firstly click on the "Verify integrity of game cache..." button and let it do it's thing. Then for good measure click on the "Defragment Cache Files" These are both things I had to do after installing the game from disk.

none of that helped if this isnt fixed soon i want a refund this is ridiculous.
Im not getting exactly what is happening to you on entering a game... Did you try creating your own server or even a practice game? This would rule out Online being the problem? Maybe a video to illustrate, also try to default your Controls Mapping settings, maybe something screwed up there.

It dose sound like a connection issue, that's if I'm understanding the problem. The game runs but in MP everyone is standing still jogging on the spot? So I can assume that the computer is capable of running the game but the game can not communicate with the server correctly. Or the connection is fine and there is something in the game not correctly responding to the servers messages. That would point to Mike's suggestion that there might be a corrupted file and the game needs reinstalling.

If that doesn't work you might want to have a look at your modem/router.

I see you have a 20meg connection, are you a VirginMedia customer? Do you have the new "SuperHub"? If so have a look in the SuperHub's settings.

Open a web browser, type 192.168.0.1 in the address bar. Login and click on the Advanced settings, in Content Filtering click on Services, then unselect "Firewall Features" and "IP Flood Detection" Both of these are known to cause issues with gaming. They mistakes the constant stream of packets between the client and the host as some type of attack that needs blocking.

When Firewall Features are enabled, the Super Hub will perform Stateful Packet Inspection (SPI) and protect against Denial of Service (DoS) attacks.

When IP Flood Detection is enabled, the Super Hub has the ability to block malicious devices that are attempting to flood devices.

Checking Data and Cache integrity with Steam would highlight this. I dont think thats the problem, the OP can do ahead with this but he is looking at another 4.5GB download!

I would check the Practice mode as well i creating a local server.

m8 it's just you, I don't know anyone else with this issue. Apart for some low frame rate this game runs spotlessly on most people's computers. I know your frustrated but it's your setup not the game. We will do our best to help. Have you tried all that has been suggested?

Uninstalled the game then reinstalled it
Run the Steam integrity checks
Checked out your router and firewall?

Now come the boring things, Is you Anti-Virus uptodate. Is Windows patched correctly to the correct level. Have you made sure that all of the hardware drivers are uptodate. I would check that the network card is good and it's a network issue. Are you run your computer with a wireless connection?

Can you please run this test and post the results. http://pingtest.net/

Actually 2 of my friends had the same issue. Mike is right, clean install the game again, but also DISABLE any antivirus while you do it.

Don't ask me, but it fixed both my friends games. :)
