While you can "exec" any config file from the rcon, you can't hide or add pk3s. Those get loaded on game server startup based on what it finds in the directory structure when you launch it. So adding and removing weapons mods and such has to be done before the server is launched.

If you have a remote access to your server (desktop or command line) then you can pre-make multiple MOH directories - each with a different set of weapon mod pk3s, map packs, etc. Then just stop the current server and launch the new one from its unique directory. Everyone has to reconnect to the server though as the first game server has to shut down to release the resources for the second one to start up (or you can run multiple servers if you have the hardware brawn to handle it). Neither is a great answer to your question - but if the change involves adding or removing pk3s (like weapon mods and map packs do) then you really have no option.

so if i have the weapons how i want them, amout of ammo, clip size, knives etc...in the pk3 on the server...than i should be able through my admin menu, make it rifles only, etc?...is there a way to be able to vote for the mods on the server, without them overriding each other?..i was in a clan and the admin menu was able to choose whatever weapon to make it, vote on mods(like voodoo dolls)..change the knife count from 6 to 100....

and sorry, im new to this....
